Harrowing true events inspire Netflix crime thriller Legends
A group of ordinary British customs officers were given fake identities and sent deep into the drug underworld in one of the most extraordinary undercover operations of the 1990s. That little-known story now forms the basis of Netflix’s crime thriller Legends, which has already attracted praise from viewers and has been renewed for a second series.
Created and written by Neil Forsyth, the six-part drama launched on Netflix on May 7, 2026. It follows a small team of Her Majesty’s Customs and Excise officers who are recruited for a highly classified mission after authorities struggle to contain the flow of drugs across Britain’s borders.
The officers are not trained spies. Instead, they are ordinary civil servants given new identities, or “legends”, and basic training before being sent into some of the country’s most dangerous criminal networks.
Their job is to earn the trust of drug traffickers without allowing anyone to discover who they really are. A single mistake could expose them and put their lives at risk.

The criminals behind the operation
The real investigation uncovered a particularly troubling method of drug smuggling. Serving and former soldiers were found to have been using their status to transport consignments of illegal drugs, including cocaine, heroin, ecstasy and amphetamines, between Amsterdam and Britain.
When the perpetrators were caught, they were carrying drugs with a street value of more than £1 million. According to figures reported by the BBC in the original account, the total value of drugs brought across the Channel could have reached as much as £12 million.

The series has received positive reactions from viewers, particularly for its performances and the way it handles the sprawling undercover operation.
One Rotten Tomatoes viewer described it as a strong production with an impressive cast, praising the direction and noting that there was hardly a poor scene.
Another review highlighted the period detail and acting, calling it a proper drama from beginning to end and pointing to the extraordinary circumstances behind the real story.
The performances from Coogan, Burke and Kyd have also been singled out by viewers. One fan said the show trusts its audience to follow the complicated operation without constantly explaining what is happening, while acknowledging that the opening episodes take some time to settle before the story becomes more compelling.

Season 2 is on the way
Fans will not have to say goodbye to the undercover team after the first six episodes.
Netflix confirmed in August 2026 that Legends had been renewed for a second series. Tom Burke, Steve Coogan and Hayley Squires are among the returning cast, with the new season set to continue following the undercover operatives as they are drawn back into the criminal world.
Filming is scheduled to begin in 2027, although Netflix has not announced an official release date.
